Letter to Oversea Chinese People

My dear oversea Chinese friend(s),

Not too long ago, you may have heard about the CCP VISA 2025 bill as announced by U.S. Senator Marco Rubio. On May 25th, 2025, he officially posted:

“The U.S. State Department will work with the Department of Homeland Security to aggressively revoke visas for Chinese students, including those with ties to the Chinese Communist Party or studying in sensitive fields.” [1].

Shortly after, the U.S. Department of Agriculture (USDA) dismissed 70 postdoctoral researchers, most of whom were Chinese, due to national security concerns [2]. In my personal assessment, this matter likely will not stop here. Cutting off visas is like cutting off water or electricity before repairing household equipment. In other words, once control over entry and exit is secure, the next step by the United States could very well be to further take strong actions against individuals holding green cards, or even U.S. citizens, who have ties to the Chinese Communist Party and its affiliated organizations.

According to U.S. immigration law, anyone who wants to become a citizen must truthfully and transparently renounce membership in the Chinese Communist Party and its affiliated organizations. If someone is discovered to have lied during this process, they can be stripped of their citizenship and face deportation. Because of this, whether you are an international student, a green card holder, or even already a U.S. citizen but have not yet had the chance to carry out the “Three Withdrawals,” you are all now facing serious risk. I know that you are very worried about your future — because I, too, am deeply worried for you. That is why I have decided to write this letter, to propose a solution and open a path for you. I sincerely fear that in the future, there may be no one left to say these words to you — so I hope you will cherish this opportunity and this effort of mine and persist in reading to the end of this letter.

In Sun Tzu’s The Art of War, there is the line: “知彼知己,百战不殆” (Knowing others and knowing oneself, and in a hundred battles you will never be in peril).

1. Knowing Others (知彼)

First, let us talk about “knowing others.” Facing such a bold policy from the United States like this one, we should not be quick to slap a superficial label on their action like "racism" or "xenophobia"; but instead, we need to dig and understand the deep roots behind it as only by doing so can we accurately predict future trends of the U.S. and other countries around the world.

In just the past few years, there have been many cases of Chinese citizens—and even U.S. citizens—being arrested for espionage and sabotage in service of the Chinese Communist Party. It is not hard to find these cases. For example, in June of this year (2025), two Chinese citizens, Yunqing Jian and Zunyong Liu, were arrested for intentionally bringing into the U.S. a federally prohibited fungus, Fusarium graminearum—an agricultural bioterrorism weapon highly destructive to crops and able to secrete toxins harmful to both humans and livestock—to conduct unauthorized experiments at the University of Michigan [3]. Shortly after that, Chengxuan Han, a doctoral researcher from Wuhan, was arrested on June 8th for making false statements at the airport and sending biological samples illegally to the University of Michigan. She is also suspected for wiping her mobile data before coming to the U.S., on the grounds that she wanted “a fresh start” [4]. Another case more recently involved Chenguang Gong, a Chinese-American engineer with dual citizenship, who backed up more than 3,600 files—including information related to detecting and monitoring nuclear missiles, ballistic missiles, and hypersonic missiles—onto a personal computer while working for a U.S. defense contractor [5]. It is worth noting that Chenguang has applied for many grants from the Thousand Talents Program, sending out blueprints and designs he gathered from the many defense contractors that previously employed him. Last year, in early September 2024, Wen Sun (Linda Sun) and her husband Xiao Hu (Chris Hu) were arrested in Brooklyn New York on charges of acting as unregistered foreign agents, abusing their positions in the New York State Governor’s Office to serve the interests of the Chinese Communist Party. This included forging the governor’s signature, blocking Taiwanese officials from contacting the governor’s office, and even allowing Chinese consular officials to eavesdrop on internal meetings of the New York State government [6], [7]. Again, I need to stress the fact that Linda Sun arrived in the United States at the age of five and became a U.S. citizen way before being appointed to work in the New York State Governor’s Office.

Reading up to this point, you may think that these events have nothing to do with you, and that the United States government needs to investigate clearly rather than slapping a general label on an entire ethnicity just because of the misdeeds of a few bad apples. And I fully agree with this view. After interacting with friends and colleagues from China, I understand that many people come to the US and other countries to pursue a better life, not for any political purposes. Some come seeking an ABET-accredited university degree; some want to secure a good job; some come to live with a spouse; some for a better future for their children; some to take care of grandchildren and enjoy old age; etc.

However, the National Intelligence Law of the People’s Republic of China (中华人民共和国国家情报法), promulgated in 2017, has turned all Chinese citizens worldwide into potential agents who may be activated or manipulated by the Party at any time for espionage operations [8]. Specifically, Article 7 of the law states:

“All organizations and citizens shall support, assist, and cooperate with national intelligence efforts in accordance with law, and protect the secrets of the national intelligence work that they know.”

Article 14 continues:

“The state intelligence work organization shall carry out intelligence work according to law, and may require relevant organs, organizations and citizens to provide necessary support, assistance and cooperation.”

From the perspective of governments around the world—not only the United States—these two laws, combined with the continuous news of espionage and sabotage activities by overseas Chinese citizens, make one very clear issue: if a person still maintains ties with the Chinese Communist Party, no matter how well they may behave in their daily lives, when the Party requires, they can still be forced or enticed by benefits to become an undercover agent, to collect information and perform other espionage operations on behalf of the Party. Now, if you put yourself in the shoes of politicians around the world, be honest: what would you be thinking, what other conclusions can you possibly draw, and what kinds of policies would you come up with to address this? Can you possibly see this issue any differently than they do? Because the Party’s espionage and sabotage actions are not limited to the United States, there will likely be many other countries following America in the near future, becoming more and more cautious and possibly even hostile towards people of Chinese origin so do not even think that everything is as simple as leaving the United States and choosing another country instead [9], [10], [11], [12], [13], [14], [15], [16].

2. Knowing Oneself (知己) – The Present

Now let us proceed to the part about “knowing oneself.” At this point, some of you may feel like you are being forced to choose between your homeland China and your happiness and personal goals abroad. I can assure you that this is not the case at all. Because, for the Chinese people, that Party (the CCP) is the greatest misfortune, the true stain in China’s glorious history. The Communist Party is something foreign that came from Soviet Russia and was imposed on China by force just recently, accounting for a little more than 100 years compared to the grand 5000 years of Chinese history. Since the day it was founded until now, the history of the Chinese Communist Party has been soaked in the blood of Chinese people. Just during the Mao Zedong era, there have been approximately 80 million Chinese people who died in his campaigns which is more than the total deaths in both World Wars combined, and 233 times the number of death during the Nanjing Massacre under the hand of Japan [17].

During Deng Xiaoping’s time, he implemented the One-Child policy, and many children, especially girls, died unjustly—even after being born for a while—causing China to have a large discrepancy between the number of men and women with about 30 million men unable to find wives [18]. This has led to many women and children being kidnapped in China and outside of China. The most famous case involves a woman in Jiangsu Province (徐州八孩母亲事件), whose tongue was cut out, teeth pulled, neck chained, and locked in an open warehouse with no heating during winter. She was kidnapped by human traffickers, sold to several families, and finally bought by Dong Zhimin, who forced her to bear him eight children. The government not only lightly punished Dong Zhimin but also worked hard to suppress the case, harshly punishing journalists and citizens who tried to investigate further [19].

Tragedies continued one after another: the massacre of students in Tiananmen [20], the persecution of Uyghur Muslims [21], the persecution of Tibetans [22], the suppression of Falun Gong, etc. Are all these people really as evil as the CCP has always claimed?

Let us take Falun Gong practitioners as examples. They simply believe in the principle of Truthfulness – Compassion – Forbearance, hold themselves to higher standards in their everyday lives, and strive to become better and better people. The Chinese Communist Party, feeling threatened because:

  1. The number of Falun Gong practitioners at that time was estimated at about 70‑100 million in Mainland China, exceeding the number of Party members then, not to mention that many Party members were practicing themselves [23]
  2. The value system of Truthfulness–Compassion–Forbearance is completely contradictory to the Party’s struggle philosophy. The emergence of good and honest officials and citizens created too-great a contrast with corrupt officials plaguing the nation. Jiang Zemin himself is said to have declared: "Is the Marxist theory of Communists and the materialism and atheism we espouse insufficient to defeat the heresy preached by Falun Gong?"
  3. Falun Gong does not have a leadership structure that can be infiltrated and controlled like other groups, all practitioners are equal regardless of whether they join the practice earlier or later. As for other religions or groups in China today, people who hold high-ranking positions (abbots, bishops, pastors, etc.) has to be approved by the Party to ensure the followers' total submission under the Party.

In order to find a reason and gain support from the people to continue the persecution, the Chinese Communist Party staged a self‑immolation incident in 2001 and vigorously propagated that the immolators, because of their belief in Falun Gong, had set themselves on fire [25], [26]. With Falun Gong having been popular among the public for such a long time, all the way since 1992, the Party needed to strip the practice of supports from non-practitioners through these kinds of dehumanization tactics, stirring up hatred towards Falun Gong among Chinese people and internationally, indirectly allowing the Party to commit even more atrocious acts of violence towards practitioners. The immolation event lasted only six minutes, but television reporters were able to be present on scene from start to finish, having fully prepared professional filming equipment to capture the entire event from multiple different angles like a television drama: one aerial shot from above capturing the whole scene, and close‑ups of each person self‑immolating without any vibration or shaking. Meanwhile, the police happened to patrol the square on that day carrying several big civilian fire extinguishers ready to put out the fire only after those immolators declared themselves to be Falun Gong practitioners. With the size of Tiananmen square, both the reporters and police should have taken much longer to arrive on scene even if they rushed; both should not have been able to carry out their actions timely, let alone as perfectly as described. But have you taken a pause to notice? Before and after the self‑immolation event at Tiananmen, there is no other report of Falun Gong practitioners ever self‑immolating in China or anywhere else in the world. Otherwise, the CCP would definitely have shown such reporting everywhere, knowing that many Chinese people trust foreign newspapers more than the State-controlled ones. Meanwhile, Falun Gong has spread to over 100 countries and is respected by many people and politicians around the world. Very recently, the U.S. Capitol building raised their flag twice on May 13th to honor Mr. Li Hongzhi, the founder of Falun Gong [27]. Many states such as Pennsylvania, Minnesota, Missouri, Maryland, Oregon, etc. have designated May 13th as “Falun Dafa Day,” with many legislators sending letters of congratulations each year.

The continuous persecution of different groups of people is a tactic that the Chinese Communist Party (CCP) regime has consistently used to maintain control. Analysts often refer to it as the “95–5 policy.” Specifically, every few years, the regime labels some 5% segment of the population as bad elements — enemies of the Party and the people. The remaining 95% are then forced to distance themselves from the targeted group, isolate them, and even join the Party’s persecution to avoid implications and to demonstrate their loyalty to the Party. After witnessing how brutally the targeted 5% groups are treated, even those who know the truth of the situation will naturally become afraid and fall silent, extinguishing any possibility of resistance against the Party’s rule. Why is it that so many Chinese people often say that they don’t care about politics or are afraid of getting involved with politics? Isn’t it precisely because you all know about the grave consequences faced by those who dare to do carewho dare to speak up, in China? Meanwhile, in the United States and other first world countries, we often see many young people freely expressing their opinions to their governments in various forms. Some even criticize their own government officials quite harshly without holding back — simply because this is one of their rights as citizens, a fundamental liberty that belongs to mankind.

Some of you, reading this far, might feel that I’m being too one-sided. After all, hasn’t the Chinese Communist Party (CCP), if we’re being fair, managed to achieve many notable and impressive accomplishments? Like growing the economy, eradicating poverty, lifting over 800 million people out of poverty, and propelling China to become the second-largest economy in the world? Well, looking back into history, in just a short span of four years, Nazi Germany once also revived its nation's economy—lifting Germany out of the ruins of a humiliating defeat in World War I to become the strongest economy in Europe at the time [28]. To convince the public of its propaganda—that the Aryan race was the most superior—the regime hosted the 1936 Olympic Games in Berlin, achieving the most medals, including 33 golds, compared to United States’ humble share of 24 golds [29]. Yet today, without me telling you about this part of history, would you have known its existence? When people mention Nazi Germany today, how many can still remember those so-called “accomplishments”? Even the Germans of today consider that fascist era to be the most shameful chapter in their nation’s history.

From this angle, the Chinese Communist Party is even more disgraceful than the German Nazi Party. While Nazi Germany treated non-Germans cruelly and its people well, to become the world’s second-largest economy, the CCP sacrificed the morality and future of Chinese people to achieve its glory. The environment has been totally disregarded for the sake of fast development—leaving the air, water, and soil in such severe pollution that recovery now seems nearly impossible [30], [31], [32]. And the economic statistics they publish are hardly reliable. Premier Li Keqiang once publicly stated that over 600 million Chinese people live on a monthly income of less than 1,000 yuan (about $139) [33] —laying bare the bleak reality of China’s economy. 3 years after making that statement, he suddenly died. When Gu Wanming, a former journalist from Xinhua News Agency, called for an investigation into Li’s death, he was promptly arrested and sentenced to one year in prison [34]. Moreover, since 2020, the Chinese Communist Party has quietly ceased publishing the following data: annual cremation numbers, annual childbirth statistics, youth unemployment rates, annual soy sauce consumption, and hundreds of other metrics [35], [36], [37], [38], [39]. Everyone implicitly understands: if the numbers were good, they’d definitely be bragging about them everywhere—showing off how gloriously China has developed under the “brilliant leadership of the Party.” Therefore, this suppression of data suggests a few things: the real death toll from the pandemic is likely many times higher than the official count; the birth rate has plummeted and can no longer offset the death rate; youth unemployment is rampant; and average citizens are tightening their belts because of worsening economic hardship.

3. Knowing Oneself (知己) – The Past

Some Chinese people are already aware of these crimes of the Party, yet mistakenly believe that they are simply the repetition of historical cycles — such atrocities are no different from those committed by brutal monarchs in ancient times — and thus become indifferent to the present situation. The reason that you can even fathom such a thought, taking lightly the history and culture of your own people, is because the Party has expended great effort to sever the connection between the Chinese people and their roots. Only by distorting traditional values and manipulating views of history can Chinese people be made to tolerate the rogue and ruthless culture of the Party.

After the fall of the Qing dynasty and bearing the constant waves of humiliation that entails, many Chinese people began to question their own values, culture, and path as a nation. Taking advantage of that — much like how the German Nazi exploited the inferiority complex of the German people after their defeat in World War I — the Chinese Communist Party, after seizing power, swiftly moved to eliminate the intellectual class, who were the true inheritors of traditional Chinese culture. It launched campaigns to wipe out cultural and historical relics: destroying the “Four Olds,” demolishing ancient architects, exhuming and desecrating the tombs of great historical figures like Confucius, Wu Xun, Qing’s dynasty emperors, etc., burning classical literature, condemning traditional art forms, martial arts, and more.

Chinese people must learn to cherish and take pride in your great 5,000 years of civilization for the right reasons. Among the four most ancient civilizations of the world—Mesopotamia, Egypt, India, and China—only China has been able to remain resilient, avoiding civilization extinction, while continuously maintaining an unbroken cultural thread throughout the entirety of 5,000 years. Under the immense influence and flourishing development of the Tang dynasty, Chinese culture spread widely throughout all of Asia, which is why we can still find Chinese characters (汉字) in countries like Vietnam, Japan, Korea, and so on.

When the Mongols and Manchus invaded China and established the Yuan and Qing dynasties respectively, the usual tactic to suppress uprisings among the people would be to assimilate them and erase their old culture, causing the people to gradually forget their ties to the former nation. However, both dynasties deeply understood the vast and profound inner meaning of Chinese civilization, so they opted to preserve the Chinese script, books, history, and culture. Rather than assimilating or abolishing traditional Chinese culture, they further enriched it and infused it with characteristics of their own ethnic identities. It was precisely this rich culture, with vast and profound inner content, founded upon the virtues of Benevolence–Righteousness–Ritual–Wisdom–Trust (仁,义,礼,智,信) that has kept the Chinese people from losing their way throughout the course of development. It allowed them to constantly reflect upon themselves and enabled the nation to uphold its strong and enduring position throughout the course of history, surviving the many upheavals waves after waves. By failing to maintain such strong cultural and spiritual backbone, many other civilizations like the ancient Greek, the Roman, the ancient Egypt, etc, regardless of how great they were, all ended not so long after flourishing, only leaving behind artifacts and living in the pages of history books. 

In China’s long river of history, countless heroes and sages, literary figures and scholars, ancient saints and wise men have emerged from the divine land (神舟), leaving behind legendary stories have been passed down for millennia and continuing to guide the paths of others. Famous historical anecdotes like Yue Fei’s (岳飞) valiant loyalty in defending the nation, Wen Tianxiang’s (文天祥)ultimate sacrifice and unwavering heart in defending his nation, Yan Ying (晏婴) advising the kings of Qi without fear nor hesitation, Mulan’s (木蘭) bravery, enlisting in place of her father, or Wu Xun (武训) begging throughout his life to build free schools for the poor. To this day, just mentioning their names and stories is enough to stir up countless emotions and a bittersweet sense of awe that lingers in the hearts of many, including that of a foreigner like me.

Of course, there were also tyrannical rulers like Jie of Xia (夏桀) and King Zhou of Shang (紂王), and traitorous officials like Zhao Gao (趙高) and Qin Hui (秦桧). But these figures were by no means representative of Chinese vast history. On the contrary, they typically appeared near the end of a dynasty and served as vivid evidence that when a regime loses its fundamental morality, oppresses its people, and disregards heavenly principles, it will inevitably bring about its own downfall and be replaced. It is worth noting that—even with all their arrogance—not even those tyrants were ever so shameless as to utter the absurd claim: “There would be no new China without me.”

Today, the history taught in schools across China is a history seen through the lens of the Party, leading many to mistakenly believe that those brilliant historical figures were a few exceptional individuals already possessing great talents since birth – they are but isolated examples of the indomitable spirit and capabilities of the Chinese people. This completely denies the greatness of the old Chinese civilization: the surrounding environment and background processes required to cultivate such talents – an upbringing grounded in noble spiritual values, support and promotion by virtuous people without petty selfishness, and appreciation and recognition from wise emperors who cherished these talented individuals.

Just as sharks need the vast ocean to fully exert their abilities and ride the tides, eagles need the open sky to fully spread their wings and glide to the horizon, how could those extraordinary historical figures possibly have brought their talents to full bloom without a proper environment?

Yet now, looking back at today’s Chinese society, someone like Dr. Li Wenliang—who discovered the contagiousness of COVID-19 early and warned his colleagues and those around him—was silenced by the Wuhan police and forced to sign a confession for the so-called crime of “spreading rumors” [40]. And, as I previously mentioned, brave journalists who called for investigations into sensitive events like the chained woman in Jiangsu or the sudden death of Li Keqiang faced many threats, including even imprisonment or death. More recently, there have been reports that intern doctor Luo Shuaiyu was murdered with his computer mysteriously wiped clean of all data containing evidence exposing that the Xiangya No. 2 Hospital had been collecting information and harvesting organs from children [41], [42], [43]. Aren’t these brave and talented individuals any different than birds or fish trapped in cages?

On the contrary, the Party does not treat the scoundrels in history as isolated individuals anymore but rather paints them as representative examples—used as proof of the rot and failure of the feudal monarchy system and traditional values. According to its narrative, all those traditions and beliefs in heavenly principles were merely tools fabricated by rulers of the time to maintain their grip on power and social order. That CCP has dared to do something even the Mongol and Manchu never dared attempt: completely rejecting the old profound Chinese culture and values and replace it with their own set of communist values based on constant struggle.

Their narrative of Chinese history serves two purposes:

  1. To make the people believe that the Communist regime is the only option and best possible system for the Chinese nation.
  2. If someone becomes disillusioned with the current regime, they can still console themselves by thinking that no matter how bad life is now, it’s still better than the feudal past.

Though in recent years there have been movements to revive traditional Chinese culture—wearing Hanfu, playing classical Chinese instruments, or practicing traditional crafts—these are merely the empty shell of the traditional culture. The restoration of the soul—its values and inner spirit—remains a far-fetched idea as it is just like a demon-revealing mirror (照妖镜): it would allow the Chinese people to clearly see the true nature of the CCP, how morally bankrupt it is enslaving Chinese people, and its unavoidable future based on the law of development.

This is also why the Party has always hated and sought to sabotage Shen Yun, a classical Chinese dance company founded by artists who were persecuted Falun Gong practitioners. For 19 consecutive years, Shen Yun has toured all five continents, visiting 36 countries and around 200 cities, bringing the brilliance of 5,000 years of Chinese civilization to audiences around the world [44]. On many occasions, performances sold out completely, prompting organizers to add extra shows to meet the growing demand. Many audience members were willing to spend $100, even upwards of $500, for a single ticket [45], [46].

But did you know that Shen Yun has had to face constant sabotage from the CCP? Their tour buses have had tires slashed [47]; many theaters canceled their shows due to pressure from the Chinese consulates [48], [49]; they’ve received death threats and bomb threats [50]; Chinese agents have even attempted to bribe the U.S. IRS to revoke Shen Yun’s tax-exempt status [51]. If Shen Yun were merely borrowing a few ballet techniques and patching together random Chinese folk tales to fool the naïve Westerners who are unfamiliar with Chinese culture, they would not have survived for more than a few years—especially not with ticket prices that high. If that were the case, the artistic elites of the West, particularly those in the performing arts sector, would have quickly seen through all of it as borrowed techniques. So then, why has the Chinese Communist Party gone to such great lengths and used such despicable tactics to sabotage Shen Yun? Couldn’t they just send out a few “official” art troupes from mainland China to tour the world and “expose” Shen Yun for what it allegedly is? And yet, today, when people around the world are asked about “classical Chinese dance,” the majority will immediately think of Shen Yun and not of any troupe from mainland China. Is it possible for a troupe with a fake cultural background to outcompete the real ones?

4. Knowing Oneself (知己) – The Future

At this point, do you agree me when I say that Chinese people are truly the most pitiful? A foreign-imposed regime has stripped away the culture of your own nation, leaving behind a society where both morality and tradition have deteriorated and distorted beyond recognition. Once people’s values are distorted and when they can only focus on their own meager material gains, they can be easily manipulated—used as tools for the greater gain of a small population of CCP elites. Today, an average Chinese citizen can be treated like livestock, driven to labor for their entire life, and then simply be discarded when they no longer have any values, even slaughtered for organs if needed. You may study arduously for over a decade just to land a low-paying job, toil your entire life yet still cannot afford to buy your own land, a house, the means to start a family, or just the fund to support aging parents—yet you are constantly reminded to be “grateful” for the opportunities given by the system. The environment is flooded with counterfeits and contaminated food, hygiene products, medicine, etc. Any problem now requires money or connections to resolve, and simply surviving has become a struggle. Meanwhile, many high-ranking government officials and their families live in obscene luxury, with their children being sent to study and settle down overseas to spend money stolen from Chinese people while those very people suffer back home.

What’s more painful is that foreigners now enjoy and cherish authentic Chinese culture—watching true traditional performances, learning about Chinese great historical figures, practicing calligraphy and music—while many Chinese people, with a distorted view of their own history, reject their roots, choosing to disown their own ancestors, and instead accept the Party as their new “mother.” I once invited a Chinese student to come see Shen Yun with my friends. To my shock, he thought that traditional Chinese values such as being faithful to one’s spouse as expressed in a dance piece about Wang Baochuan (王宝钏) who waited for 18 years for her husband to return as being “unrealistic.” After seeing how filled the theater was that night and experiencing multiple rounds of applause, he finally jumped to his conclusion that this was just something put together to trick the unknowledgeable Americans. I can only feel sad for him.

Because Chinese people have, for a long time, gotten confused and blurred the line between “loving the country” and “loving the Party”, international community has followed suit and is now increasingly conflates the Party’s crimes with Chinese people themselves. And so, under rising global pressure on the Chinese Communist Party, it is once again ordinary Chinese who may suffer the collateral damage from the growing hostility and pressure oversea—because of their continued association with that regime.

“Good is rewarded with good, and evil with evil” (善有善报,恶有恶报)—this is a universal principle that has hold its value throughout the 5,000 years and around the world. It is not something made up by the ancients to comfort themselves in difficult times. Because the CCP has committed so many atrocities, violating conscience, and shedding innocent blood both at home and abroad, its collapse is no longer a question of if, but when. Just look at what’s happening now:

  1. On the international stage, China is losing its status – tariffs are crushing domestic industries; close allies are turning cold out of fear; foreign companies are shifting to other nations after the pandemic; Chinese spies are being arrested around the world, triggering widespread vigilance among citizens and politicians .
  2.  Domestically, protests are erupting, public dissatisfaction is growing, debt is piling up, unemployment is rampant, and the real estate market is collapsing. Rumors of Xi Jinping losing power circulate constantly with new updates appearing rapidly one after.
  3. Most threatening of all are the Stop Forced Organ Harvesting Act and the Falun Gong Protection Act that have already passed the U.S. House of Representatives [52]. If these go on to pass the Senate and finally be signed into federal laws, any individual involved—no matter where they flee—will be tracked down, tried, and held accountable. All illicit assets stashed overseas will be frozen and confiscated. And the total dissolution of the Chinese Communist Party will soon follow.

“Heaven’s net is vast and wide, though its meshes are loose, none can escape” (天网恢恢, 疏而不漏). This collapse has long been destined. In Pingtang County (), Guizhou Province (贵州省), at Zhangbu Village (长埠村), the famous Hidden Character Stone (藏字石) cracked open some 500 years ago and revealed six raised Chinese characters: 党亡 (“The Chinese Communist Party Perishes”) [53]. The government dispatched multiple reputable research teams to investigate: first, the Institute of Resource and Environmental Technology of Guizhou University of Technology; then the Bureau of Geology and Mineral Exploration and Development of Guizhou Province; and finally, a third team organized under direct orders from the CCP Committee and Pingtang County authorities, comprising of 15 renowned geologists [54]. Surprisingly, these experts concluded that the characters had naturally formed over 270 million years ago.

What’s even more extraordinary is that the characters are raised (not engraved). Since carving tools remove material, to create raised characters, one would have to meticulously carve away the surrounding stone—an extremely time-consuming, risky, and illogical task. Yet the experts found no evidence whatsoever of artificial chiseling or sculpting. If humans had made it, carving out the characters into the rock would have been much easier and more natural.

The CCP has tried to suppress the sixth character (), publicly acknowledging only the first five to twist the message into something like “the Party’s rule aligns with the Mandate of Heaven” (天命)—but isn’t that just the emperor’s new clothes? All six characters are clearly visible on the park’s official admission ticket [55].

Another striking detail: the characters are written in a mix of traditional and simplified Chinese. Two of them — “” (country) and “” (production)—are exclusively in traditional script, implying that these are rooted things and, therefore, will continue to exist. But the word “” (Party) appears in simplified form, which was only invented after the CCP took power—so the reference is unmistakable. The three characters shared by both script forms—中共亡—spell “The CCP perishes”. Isn’t this a symbolic message? That only the CCP will be destroyed by Heaven, while the Chinese nation will continue to exist?

However, the majority of Chinese citizens have joined the Party, the Communist Youth League, or the Young Pioneers. During the admission ceremonies, you all had to raise your fists and take a deadly oath: pledging loyalty and the willingness to sacrifice your lives for the sake of the Party and the ideology of Communism. An oath should never be so casually made! If an oath only holds just as much weight as a casual statement or a lie, then the difference between them would have soon been blurred during the 5,000 years of history. In pre-CCP China, you can find stories wherein people stopped harassing and questioning someone that they suspect of committing crimes once that person made an oath to vouch for his/her innocence. Those folks were not being naïve or stupid as they all understood that all oaths has to be fulfilled. In both Eastern and Western culture, we can find many stories demonstrating the weight of oaths.

Now that the CCP is on the verge of being eliminated, those who still have not renounced their deadly oaths may very well be dragged down along with the Party, destined to be buried as sacrificial offerings alongside the Party. “One who recognizes the times is a true hero” (识时务者为俊杰). It is precisely because so many have understood the current situation that over 450 million Chinese people have already chosen to withdraw from the Chinese Communist Party and its affiliated organizations, in order to protect their lives and safeguard their future.

Of course, it would be extremely risky to contact a Party-run administrative office to declare your withdrawal. And that is why the website tuidang.org was established—to record and archive declarations of withdrawal. For over 21 years, the site has maintained strict confidentiality and regularly reviews entries to prevent duplication. Because of this reliability, some U.S. immigration attorneys and even the United States Citizenship and Immigration Services (USCIS) have accepted Tuidang certificates as legitimate evidence that an applicant no longer has ties to the Chinese Communist Party. If you are planning to apply for a green card or U.S. citizenship, I recommend that you request a formal withdrawal certificate. However, simply posting a declaration of withdrawal is free. You’ll be issued a reference number that allows you to retrieve your statement anytime. And if you’re still concerned about personal safety, you may use a pseudonym to withdraw. If you’ve read this far, I sincerely urge you to reflect deeply and make the right decision for your future. Do not hesitate and wait for the Party to fall before withdrawing, contemplating on being another floating weed, rootless and adrift with no self-judgement (浮萍无根), or worse – a shameless person who can easily bow to whoever to keep your benefits (三世家奴), or even worse, someone who goes against Heaven's will and aids the tyrants (助纣为虐). What would be the point of quitting an organization that no longer exist? You will have no more chance by then.

From the perspective of personal benefits or as patriotic Chinese citizens, I believe it is imperative to complete the "three withdrawals" (from the Party, the Youth League, and the Young Pioneers) as soon as possible. One must never remain aligned with the Party, for Heaven is now eliminating the CCP, and will soon return the true glory back to China.

If you, the reader(s) of this letter, happen to be someone working with the Chinese Communist Party’s government in doing their dirty works, I would like to offer you a few extra words. No matter how many benefits you may have received by obeying the Party’s commands, once everything comes to light, even if you flee to the ends of this world, you will not find a place that can accept you. At that point, who can take responsibility on your behalf? Yes, the orders may have come from your superiors, but the blood-stained hands are yours. When your superiors are brought before an international tribunal to stand trial, in order to reduce their own sentences, won’t they simply shift the blame onto you? They will claim you acted arbitrarily, that you abused your authority, that you concealed some truth from them, misleading them into giving the wrong orders. And at that point, with those unwashable dirty hands, what can you say? What will you do? You alone will be left to bear the full weight of the crimes you committed. That’s not even to mention the very real possibility that your own family, overwhelmed with shame because of your actions, may cut ties with you—some may even contemplate suicide. Have we not already seen waves of CCP officials who’ve chosen suicide, or been forced into it, because they could no longer withstand the pressure of the current climate [56], [57]? Please, do not fall into despair and rashly choose that tragic path as there’s still time, though not very much. Do not delay any longer—sever your ties with the evil Party as soon as possible. And if time still allows, do your best to redeem your past—leave yourself, and your family, a path of escape in the future.

亲爱的海外中国朋友们: 不久前,你们可能已经听说了由美国国务院部长马可·鲁比奥(Marco Rubio)宣布的《2025年中共签证法案》(CCP VISA 2025)。5月25日,他正式发布声明称,美国将“开始大规模撤销中国学生的签证,尤其是那些与中国共产党有关联,或正在学习关键专业的学生”【1】。就在不久前,美国农业部(USDA)也因为安全风险的担忧而解雇了70位博士后研究员,其中大多数为中国人【2】。 依我个人判断,这件事恐怕不会就此结束。签证被切断,就如同在修理屋内设备前切断水源和电源一样。换句话说,当进出控制稳固之后,美国很可能下一步会继续严厉整治那些持有绿卡,甚至已经归化为美国公民的、仍与中国共产党及其附属组织有联系的个人。 根据美国的移民法律,一个人若想成为美国公民,必须明确、透明地退出中国共产党及其附属组织。如果在这个过程中被发现有虚假陈述或隐瞒,完全有可能被剥夺公民身份,甚至面临被驱逐出境的风险。 正因如此,无论你是留学生、持有绿卡的人,还是已经入籍的美国公民,只要还没有完成“三退”(退出党、团、队),你都将面临巨大的潜在风险。 我知道你们现在一定很担心自己的未来,其实我本人也十分替你们担忧。因此,我决定写下这封信,提出一个解决方案,为你们指引出一条出路。我真的担心,未来或许将很难再有人有机会、也有勇气把这些话说给你们听,所以我衷心希望你们能珍惜这次机会和我的这份努力,坚持读完这封信的全文。 1.  知彼 在《孙子兵法》中有一句话:“知彼知己,百战不殆”。首先,我们来谈谈“知彼”。面对美国出台如此大胆的政策,我们不应急于将其简单地贴上种族歧视或排外的标签,而应深入理解其背后的深层原因,唯有如此,我们才能准确预判美国乃至世界其他国家未来的趋势。 仅在近几年内,已有多起中国公民,甚至是美国公民因从事间谍活动或为中共利益而破坏美国安全而被逮捕的事件,稍加查阅便可得知。例如,就在今年6月,中国公民简云清(Yunqing Jian)与刘尊永(Zunyong Liu)因故意携带一种联邦禁用真菌——禾谷镰刀菌(Fusarium graminearum)进入美国并在密歇根大学非法进行实验而被逮捕。这种真菌被认为是一种具有高度破坏性的农业生物武器,不仅能严重危害作物,还能分泌毒素,对人类和牲畜造成伤害【3】。 事件发生不久后的6月8日,一位来自武...

Thân gửi những người bạn Trung Quốc ở hải ngoại trân quý, Cách đây không lâu, các bạn hẳn đã nghe về dự luật CCP VISA 2025 được công bố bởi Bộ Trưởng Bộ Ngoại Giao Hoa Kỳ là Marco Rubio. Ngày 25 tháng 5, ông đã đăng thông báo chính thức rằng Hoa Kỳ sẽ “bắt đầu thu hồi mạnh mẽ visa từ các học sinh Trung Quốc, đặc biệt là những ai có mối liên hệ với Đảng Cộng Sản Trung Quốc hoặc đang theo học những ngành học chủ chốt” [1] .
